Obama Administration Statements on Iran Nukes Not Backed by Intelligence

A recent unclassified CIA report to Congress says that it is not known whether Iran is working towards developing a nuclear weapon, despite consistent rhetoric from the Obama administration that Iran is pursuing the bomb.

The report was drafted by the CIA’s Weapons Intelligence, Nonproliferation, and Arms Control Center (WINPAC) and submitted to the Congress by the Deputy Director of National Intelligence for Analysis.

It discusses the acquisition of technology related to weapons of mass destruction (WMD) for the year 2008 and repeats the assessment of a 2007 National Intelligence Estimate (NIE) that Iran “had been working to develop nuclear weapons through at least fall 2003, but that in fall 2003 Iran halted its nuclear weapons design and weaponization activities, and its covert uranium conversion- and enrichment-related activities.”

“We do not know whether Iran currently intends to develop nuclear weapons,” the report states, a tacit acknowledgement that there is little or no evidence that Iran today is pursuing a weapons capability.

Iran “is keeping open the option to develop nuclear weapons by continuing to develop a range of technical capabilities that could be applied to producing nuclear weapons,” the report adds, “if a decision is made to do so.”

The evidence that Iran had previously pursued a weapon capability apparently comes from information retrieved from a laptop computer, referred to in reports of the International Atomic Energy Agency (IAEA) as the “alleged studies”.

The laptop, obtained by U.S. intelligence, allegedly came from an Iranian engineer. The U.S. claims that the information obtained from the computer is evidence that Iran had previously been involved in weapon research and development.

The U.S. has only shared a select number of the documents with the IAEA. Iran maintains that the documents are forgeries.

During the buildup to the war on Iraq, the U.S. government claimed that documents showed that Saddam Hussein had attempted to obtain uranium in order to make a nuclear bomb, but the documents proved to have been fabricated.

In that case, the U.S. was reluctant to hand over the documents to the IAEA, but once the agency finally obtained them after repeated requests, it immediately recognized them as fakes.

In the case of Iran, the IAEA has so far declined to take a position on whether the documents are authentic or not, but is taking the matter seriously. The “alleged studies” remain the principle outstanding issue preventing the IAEA from being able to conclude with reasonable confidence that Iran’s nuclear program is not intended for any military purpose.

A staff report to the Senate Committee on Foreign Relations earlier this month similarly framed Iran’s nuclear program as a potential threat, but at the same time acknowledged that “There is no sign that Iran’s leaders have ordered up a bomb.”

The report also noted that the Director General of the IAEA, Mohammed El Baradei, has “resisted pressure from the United States” to “declare Iran in violation of the NPT [nuclear non-proliferation treaty] because, he said repeatedly, the IAEA had no proof of a military program.”

It also claimed that “Publicly available U.S. intelligence reports and published reports show that Iran had been running a military nuclear program” until 2003. But the 2007 NIE and other publicly available information do not show this as a certainty. The 2007 offers its assessment that this was the case, but it’s unclear what actual evidence the intelligence community had upon which it based this assessment.

Prior to the invasion of Iraq, the intelligence community had repeatedly issued reports assessing that the country possessed WMD, but was never able to offer any credible evidence to support that claim. The CIA later admitted that Iraq’s WMD programs had been dismantled by the U.N. and all declared proscribed materials destroyed, and that Iraq unilaterally destroyed its remaining stocks of undeclared WMD in 1991.

Both the CIA and Foreign Relations Committee reports were obtained by Steven Aftergood of the Federation of American Scientists and posted on his blog, Secrecy News.

President Barack Obama and other members of his administration, contrary to the acknowledgment that there is no evidence Iran today has a nuclear weapons program, have repeatedly made statements suggesting that Iran is actively pursuing the bomb and has based its policy on that assumption.

“Iran’s development of a nuclear weapon I believe is unacceptable. We have to mount an international effort to prevent that from happening,” Obama said in his first press conference as the president-elect.

At a speech in Prague, Czech Republic, in April, Obama said, “So let me be clear: Iran’s nuclear and ballistic missile activity poses a real threat, not just to the United States, but to Iran’s neighbors and our allies.”

Vice President Joe Biden gave a speech in Munich, Germany, in which he said that Iran’s “illicit nuclear program” was “not conducive to peace”, and in a speech to the American Israel Public Affairs Committee (AIPAC) earlier this month, he said that the possibility of a “nuclear armed Iran” was “an existential threat.”

Secretary of State Hillary Clinton said last month, “We know the imperative of preventing Iran from obtaining nuclear weapons” and characterized its nuclear program as “the threat posed by Iran”.

In an interview with ABC News on March 3, Clinton said, “Iran’s pursuit of the nuclear weapon is deeply troubling to not only the U.S. but many people throughout the world.”

    Let me ask you, Jeremy. Do you read the Nuclear Non-Proliferation Treaty to limit nuclear weapons development by non-nuclear signatories totally, or only if and so long as nuclear signatories make significant efforts to reduce their stockpiles? And if you read it as the latter, like I do, and if Iran IS developing nuclear weapons, isn’t that simply exercising their understandable and indisputable right of self-defense?

    I agree with Lloyd. The US, as ever, has refused to act in accordance with solemn treaty obligations, but when did they ever do so? The Obama regime’s resolute refusal to prosecute anyone involved in the latest eruption of American psychopathic sadism, the mass torture,often, apparently, to death, ‘rendition’ and disappearances of God knows how many into an horrific archipelago of secret prisons and torture centres, during the current phase of the decades long ‘War of Terror’ against the world, is another stark example. Behind all this pathological lying, clearly designed to instil hatred for Iran into the US public preparatory to Iran being ‘shocked and awed’ and a couple of million of its untermenschen obliterated, are the Zionists. Although the Jewish dominated Western media has dropped all mention of the ongoing blockade or the suffering of the Gazans, more and more people are getting the truth. These are not people who hate Jews, but they refuse to join Israel in hating the Gazans and refuse to turn a blind-eye to Israeli crimes simply because they are committed by Jews. I think an Israeli attack on Iran would be worse than a crime-it would be the gravest mistake in Israeli history. It would lead to absolutely incalculable repercussions, not necessarily to the Judeofascists’ interests. The question must be, does Israel, or should I say Israel’s power elite, really envisage a peaceful future, or do they in fact see themselves as the regional bully-boy and hegemon, ruling over millions of goyish untermenschen forever, in pursuit of some deranged Messianic purpose?

    There’s no room for debate on this one. The NPT is explicit on nuclear weapons programs for signatories being absolutely forbidden. The exception is for the 5 permanent members of the UNSC.

    The failure of one state to abide by its treaty obligations doesn’t mean it’s okay for another state to violate its treaty obligations.

    We might not like any of this, but to say the NPT allows signatories to develop nuclear weapons as a right to self-defense is simply an incorrect reading of the treaty.

    Or restated, Jeremy. Your position is: whether or not the US has made good faith efforts to reduce its nuclear stockpile is irrelevant to the obligation of all signatories, except for the five permanent members of the UN (one of which is the US), to not develop nuclear weapons.

    A historical question, then: what in the world did the non-permanent member signatory nations stand to gain by signing the NPT? I can imagine you might answer: they thought they would be safer from other non-permanent members’ developing nuclear weapons. But this raises two objections: (1) Weren’t they supposed to believe that permanent member signatory nations would protect them from this, much as you say the U.S. is now proposing to protect Israel from Iran? And (2) Were the non-permanent member nations so naive as to believe that nations such as Pakistan, India, and Israel would not develop nuclear weapons?

    Lloyd, I did not say the U.S.’s obligations under the NPT are irrelevant, that is not my position, and it does not follow from what I said.

    But as to your questions, the motivation for states to sign the NPT is to gain access to nuclear technology and materials. That is the whole point: allow international oversight to guarantee your nuclear program’s peaceful nature, and we’ll help you with the technology so you can develop nuclear energy. That’s the whole deal.

    According to IEAE Iran has not violated NPT agreement and has a right to enrich Uranium for her fuel. What else do these criminals want? Do they want to know about the Iranian government’s intention? The government has repeatedly said that is not seeking nuclear weapon. Everyone knows that all these pressure and illegal sanction on Iran is nothing to do with NPT and everything to do with politics.
    The politics part of it is more to do with the racist and terrorist Zionist state of Israel than the United States. Israel wants to keep its nuclear leverage to be able to project power in the region and establishes its project of “the greater Israel” going from Mauritania to Afghanistan.
    Iran is part of NPT and has every single right to enrich uranium for its fuel. What is this double standard? Why does Iran should give up her right to enrichment? There is no single piece of solid evidence which would show that Iran has been engaged in proliferation of nuclear weapons, the US under the pressure of Israel still continues to threaten Iran, which is in violation of Chapter VII of the UN Charter and Iran almost daily is threaten by Israel, who has refused to sign the NPT and continue her war criminal activities and has a role in every single war and conflict around the globe yet DARES to threaten Iran with military attack daily and no ‘International Law’ can protect Iran from these illegal activities.
    Iran’s Natanz enrichment facility is an IAEA safeguarded facility that is being monitored by cameras, sensors, and short notice visits of IAEA inspectors that are residing in Iran. Any deviation towards weapon grade enrichment levels meaning going from 5% to 90% pure uranium will be reported Within hours of such a violation of the safeguard agreement, the UN Security Council would be in a position to call for a special security session and pass a resolution to condemn the act and even take much harsher decision including military action. Thus, all these EXTRA PROTECTION AND INTRUSION which is not applied to other states with enrichment program such as Japan, Brazil and South Korea where have reached weapon grade uranium enrichment yet they want Iran to stop her 5% enrichment activity because Israel does not want Iran exercise her right under NPT. What kind of a world is this?

    Dr. Kaveh Afrasiabi has sent a letter to IAEA to clarify number of issues regarding Iran nuclear energy program to expose the Zionist media lies and Ms. Fleming has sent a letter to emphasize that:

    • No nuclear material could have been removed from the facility without the Agency’s knowledge since the facility is subject to video surveillance and the nuclear material has been kept under seal;
    • The Agency has no reason at all to believe that the estimates of the low enriched uranium produced in the facility were an intentional error by Iran – they are inherent in the early commissioning phases of such a facility when it is not known in advance how it will perform in practice;
    • Iran has provided good cooperation on this matter and will be working to improve its future estimates.”
    Despite the IAEA’s candid reaction to the erroneous media spin on its latest report, the question of fair play and the need for the agency to stop playing politics with the Iran file continue to loom large. Albright’s exaggerated response, as well as the distorted spins seen in the New York Times, raises serious questions about the ability of the Obama administration to pull off anything meaningful from its diplomatic track with Iran, especially considering the constant bombarded of such Iran-phobic feedback.
    If this does not satisfy Israel then perhaps nothing is going to give Israel what she wants except that Israel must accept A MIDDLE EAST WITHOUT NUCLEAR WEAPONS. The US also must accept A WORLD WITHOUT NUCLEAR WEAPONS, not limited to a cheap talk because people are fed up with arrogant people in western capitals who DARE to reserve the right to have WMD for themselves but going after others who want to exercise their rights under the international law. Even if Iran gets nuclear weapons, Israel’s power of deterrence will suffice to dissuade any Iranian ruler from even contemplating launching nuclear weapons against it.

    It is time to stop waving around the scarecrow of an existential threat and refrain from making belligerent statements, which sometimes create a dangerous dynamic of escalation. And if the statements are superfluous and harmful – then this is doubly true for a strike on Iran’s nuclear facilities

    Jeremy. Perhaps we can continue our exchange by email.

    But let me say here that I believe the most meaningful step Obama could take in international relations is ONE SMALL STEP BACK, and join the rest of the world in seriously seeking solutions to international problems at the United Nations.

    It may be that this colors my reading of the NPT – because it’s still difficult for me to believe the non-nuclear nations were so naive as to think the United States, the USSR, Red China, Britain, and France would subsequent to the NPT’s adoption be making nuclear technology available TO ANYONE.

    It’s also difficult for me to believe any country other than Israel is the major threat to initiate a sequence of events leading to nuclear winter, specifically, by nuking Iran. And I agree with Mulga and other commentators above that Israel is America’s cat’s paw in the middle east.

    This IS an enormously complicated subject, and I emailed you about it yesterday. I’m afraid this thread has been hijacked by the preachers, and is lost to substantive discussion.

My musings concerning the comprehensive peace treaty offered by Jordan to Israel were answered, I believe, an hour or two ago on our local radio.The ABC, which is as frantically pro-Israel as one could ever imagine, had Elliott Abrams as sole guest discussing the peace offer. Apparently at the ABC yeshiva they imagine no-one knows who Abrams is and what his record, or perhaps they just don’t care. The ‘interview’ was the usual ingratiating imbecility, but Abrams made pretty plain that as far as the Judeofascist neo-conservative Right is concerned, the treaty is a dead duck. Surprise, surprise.

    Israel bans books, music and clothes from entering Gaza

    Israel allows only food, medicine and detergent into the Gaza Strip. Thousands of items, including vital products for everyday activity, are forbidden. Altogether only 30 to 40 select commercial items are now allowed into the Gaza Strip.

    Gaza merchants are forbidden to import canned goods, plastic sheeting, toys and books, although the United Nations Relief and Works Agency and other aid organizations are permitted to bring them into the strip.

    The few items merchants are allowed to trade in are divided into three categories: food, medicine and detergent.

    Everything else is forbidden – including building materials (which are necessary to rehabilitate Gaza’s ruins and rebuild its infrastructure), electric appliances such as refrigerators and washing machines, spare machine and car parts, fabrics, threads, needles, light bulbs, candles, matches, books, musical instruments, crayons, clothing, shoes, mattresses, sheets, blankets, cutlery, crockery, cups, glasses and animals. Many of the banned products are imported through the tunnels and can be found in Gaza’s markets.

    Tea, coffee, sausages, semolina, milk products in large packages and most baking products are forbidden. So are industrial commodities for manufacturing food products, chocolate, sesame seeds and nuts.

    In the past, Israel allowed wood for home furnishings to be brought into Gaza for some time, but not wood for windows and doors. Now Israel has resumed the ban on wood for furniture.

    The ban on toilet paper, diapers and sanitary napkins was lifted three months ago. A little more than a month ago, following a long ban, Israel permitted the import of detergents and soaps into Gaza. Even shampoo was allowed. But one merchant discovered that the bottles of shampoo he had ordered were sent back because they included conditioner, which was not on the list.

    Five weeks ago Israel allowed margarine, salt and artificial sweetener to be brought into Gaza. Legumes have been allowed for the past two months and yeast for the past two weeks.

    The number of items changes according to what is determined by Israel’s Coordinator of Government Activities in the Territories. COGAT refuses requests for an updated list in writing of the items permitted into Gaza, and passes the information only via the telephone.

    I agree with your details. I know about that. In my message I only wanted to tell readers on DV that Iran is not the last heaven of freedom. If you are not a clergy man and open your mouth against the regime, you will find yourself in a dark prison and will probably not walk out, unless you have some western citizenship. Nevertheless there is no reason to nuke or attack Iran. The alleged Iranian threats are Zionist distortions to justify an attack against Iran and thus protect imperial hegemony in the region. This is unacceptable and the Iranians do have the right to defend themselves. But they would fail to tell us that the Iranian regime were free and life friendly. That is why I was irritated when you mentioned “missing” freedom of speech in Germany. Do you have any better freedom of speech in Iran? Criticizing Zionism and U.S. Imperialism does not mean freedom at home.Thank you.

    hamas wants to destroy israel. why should israel supply them with gas,electricity etc to help them make rockets.

    When Israel’s only official coexistence soccer team visits Germany next week, its goal will not be just to score big on the playing field; it will also aim to showcase a successful model of cooperation and tolerance between Arabs and Jews, fostered through sports for the past five years between two neighboring towns just outside Jerusalem.

    The Hapoel Abu Ghosh Mevaseret Zion soccer team works to promote coexistence between the two communities.

    As guests of the Central Council of Jews in Germany, Hapoel Abu Ghosh-Mevaseret Zion’s youth team will visit Berlin to present the club’s unique model of mutual acceptance and coexistence to the German public – and, of course, to play two matches, one against Hertha BSC Berlin’s youth team and one against the Jewish team Maccabi Berlin.

    “Our project is not only about playing soccer. More importantly, it’s about improving relations between two communities who live side by side in Israel,” the club’s Jewish president, Alon Liel – a former Foreign Ministry director-general and a resident of Mevaseret Zion – told The Jerusalem Post on Tuesday.

    “It’s also about fostering understanding and accepting each other’s culture,” stated the club’s Arab chairman, Muhammad Jaber, who also manages the community center in the mostly Muslim Abu Ghosh.

    He added, “This is a special team that has been playing and training together for the past five years. The players have grown up together, and while there were some clashes between them at first, all of them are now very proud of their Jewish-Arab team.”

    Hapoel Abu Ghosh-Mevaseret Zion’s adult team currently plays in the country’s Southern Regional League and hopes to advance to the National League next year.

    While Jews and Arabs do play together on other Israeli soccer teams, Hapoel Abu Ghosh-Mevaseret Zion is the only club that strictly adheres to joint and equal Jewish-Arab management – three from each town – and has a clear aim of promoting coexistence between the two communities. Its main goal is to show how playing soccer can help bridge cultural, linguistic, ethnic and religious divides.

    “Football unites people,” said Stephan J. Kramer, secretary-general of the Central Council of Jews in Germany, which will oversee the visit of the 21-member delegation. “However, it also can cause animosity, and in extreme cases, football stadiums can become an arena for racism and violence.”

    Kramer explained to the Post that in Germany, such behavior at soccer events has become increasingly commonplace.

    “The [Hapoel Abu Ghosh-Mevaseret] team shows how common ground can be found between two populations of different backgrounds and how neighbors can become friends,” he added.

    “There is a lot of racism in football today, and the situation in Israel is especially difficult,” said Liel, pointing to recurring incidents between players and fans of the country’s premier league teams. “We hope that our approach will help encourage change and acceptance, because sports cannot be a place where racism is allowed to grow.”

    The youth team’s manager, Eldad Hayet, whose son, Or, plays on the team, said that like any soccer team, this one also had its disagreements. However, “they are never based on the player’s cultural or religious differences,” he said.

    “In a country with so many problems, I am proud that we can show how Jews and Arabs can work together in such a positive way,” he added. “This proves that if two communities want to work with each other, then it is possible.”

    During its visit to Germany, the 16 team members and its five managers will also meet with German politicians and media representatives to demonstrate how they have used the popular sport to build bridges between the communities.
