IIRC when India initially offered Pakistan the aid money, it was turned down.
As far as Pakistan allowing Indian aid helicopters into their airspace, or any kind a direct relief that they don’t completely control, won’t happen. Their inherent distrust of anything India does won’t let them.

Sorry for my cynical realism
