Fact is, there are very few of us behaving like part of the solution these days, and Congress could probably get all this done in early August if we make it a condition of their summer break.

He is right very few of “us” are behaving like part of the solution because it was the “very few” that caused the crisis. Therefore it is NOT in the interest of the “very few” to aid the masses.
