He wrote that for a reason. To let people know that a decision as been make by some to not try. The wimp's need to find some courage and let's give this a try. They like to tell people how smart they are and how tuff they are when in reality, wimp's. China has a very good reason to be frightened nature of the beast and that would be there population and where they sit on this planet. They will see major changes first and letting millions die will not solve the problem that's not how it work's. I am sure that some and that easy way out that is there thinking and China must know this. Again that is not how it work's but how it doesn't work.
