If the Palestinians had responsible governance they would have all these as well to protect the individual Palestinian from rockets. That, however, is beside the point: had the Palestinians had responsible governance with the individual Palestinian's security as its primary concern, it wouldn't provoke Israel's counterterrorism operation in 2009, sparing those Palestinian lives. In short, what is to blame here is purely Palestinian intransigence, their insistence on the conquest of Israel's land and the destruction of Israel. It is hypocritical for those who call for social justice and human rights to blame Israel for the suffering of the Palestinians. They turn a blind eye to the fact that Gaza is run by a government with a genocidal and bigotrous worldview, and that is the root of the issue.
