It's not so much to safeguard the government from the American people, as to control the American people. This control means problems to government get eliminated, problems to corporations get eliminated, revolutions are thwarted before they begin, the right people get rich and the wrong people get poor. It's total control as part of "full spectrum domination". It's also not just America - China and the U.K. are even more advanced surveillance states, and the rest of the developed world will likely fall in line (the non-developed states don't need surveillance since they use mass repression).

Americans will be free to act within a narrow spectrum of possibilities. They will continue to be encouraged to consume items from which capitalists profit, and continue to be forced into wage slavery.

This is a result of the abandonment of the nation-state system, where elites fought against other elites and had to care for their people since they were a useful tool in that fight. Now the elites are largely unified (multinational capital) and the enemy is the poor themselves. The poor are defined not only by impoverishment, but by minimal interaction with the capitalist system (lack of capitalist consumption) and are thus outlaws of the capitalist world. To set an example, these outlaws cannot be allowed peace - they must be killed whenever possible to keep the others terrorized and thus in line.

This fear of becoming poor and thus becoming a target of multinational capital will be used to coerce and terrorize the middle class, ensuring even easier control of them than occurred in the past.

It has now become incorrect to define the modern world as "poverty amidst plenty". It's now a matter of "genocide amidst plenty", as the impoverished are targeted for annihilation time and again by the multinationals.

The middle-class, "leftist" or otherwise, will further distance themselves from the poor, in order to avoid any repercussions of interacting with those doomed to genocided fate.

Lack of capitalist consumption is revolutionary. The most impoverished areas of the world will feel the wrath of the multinationals most directly.

If the left is serious, that's where they will defend humanity.

Most genocides in the near future will likely occur in the Middle East and Africa.

It's often said that the global middle class is complacent, but that's not exactly true. They are terrorized into complacency, terrorized into happy consumption. But at least they are allowed to continue to breathe, unlike the poor.

The question raised by all this high-tech chicanery is, of course an obvious one: Do such spy-in-the-sky schemes in any way serve to "protect the American people", or are they (far more realistically) merely intended to safeguard this rogue government FROM the American people?

Considering the widespread, illicit espionage and police excesses directed against protest groups and journalists during the recent Party Conventions, that one seems a "no-brainer" to me. Fascism is on the march!
