I think it is just a good, old-fashioned screw-up! The sheer incompetence of a large part of today's generation of managers defies belief and this has all the hallmarks of their handiwork: a "smart ass" scheme that blew up in their faces. Mistaking mere cleverness for intelligence, they come up with these schemes which almost always involve manipulating other people, who are deemed to be too stupid to realise what is going on. Needless to say, things always go wrong sooner or later and the "schemers" left are desperately hanging on to the wreckage. Thus, the original intention may well have been to pull off some stunt in favour of the fat cats, but I doubt if the present mess was intended.
