Just as Pearl Harbor was actually allowed to happen, the attacks in New York were at the very least assisted by a change in procedure Bush made in June 01. He issued an order that in the future all highjack interceptions would need to be cleared through the pentagon. Guess who did not answer the phone on 9-11-01 until it was too late to shoot down all but the flight in PA.
